    Summary

    This position will serve as a student trainee and will receive training in analytical methods used to develop objectively based information in support of administrative and programmatic planning, development, evaluation, and managerial decision-making. On-the-job training assignments provide a practical understanding of the organization, programs, policies, and objectives of the agency as well as furnish experience in the application of principles, procedures, and work techniques.

    Responsibilities

    As a Student Trainee (CPD), you will:

    • Prepare proposed material for incorporation in policy guidance related to HUD funded programs carried out by State and local government and non-profit grantees.
    • Establish effective communications and working relationships with CPD Field and Headquarters staff.
    • Review a wide variety of materials, report and data. Assist in preparation of briefing papers for various meetings, conferences or training.
    • Assist in the development of program and technical policies, procedures and standards relating to CPD programs.

    Pathways Internship Program Requirements:
    If selected, you MUST:

    • Sign a Pathways Internship Program agreement;
    • Provide official documentation of enrollment every semester while in the program;
    • Notify the agency of any change in enrollment status and/or work schedule;
    • Provide official documentation verifying at least a half-time course load as defined by the educational institution; a less than half time schedule is permitted during the final term;
    • Provide official documentation verifying good academic standing by maintaining at least an overall 2.0 GPA or higher (on a 4.0 scale);
    • Participate in Department mandatory training classes or programs as required;
    • Prepare and implement an Individual Development Plan (IDP) for appointments exceeding 90 days; AND

    This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

    Specialized Experience:

    For the GS-5, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. Specialized experience for this position includes:

    • Using computer software such as word processing, database, and spreadsheet to perform automated tasks such as entering and retrieving data into or from existing spreadsheets and producing various standardized documents using established formats.; AND
    • Reviewing outgoing correspondence and reports for format, grammar, typographical accuracy, conformance with established procedures, and confirming that all required background information is attached.

    OR Education: You may substitute education for specialized experience as follows: Completion of 4 academic years of post-high school study or a Bachelors degree. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.)

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. (For example: the completion of 50% requirements for a Bachelors degree and 6 months of specialized experience.)

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Pathways Student Internship Program Education Requirement:

    A. Must be a current student at an accredited high school (public or private) or in a home-school program*; college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate.

    • Secondary home-school curricula must be recognized by the State or local government oversight agency.

    B. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program.     C. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.

    • Complete the educational requirements from a qualifying institution;

    • Meet the qualification requirements for the position to which the Student will be converted.

    CONDITIONS OF EMPLOYMENT:

    • Subject to a Trial period for the duration of the Pathways Student Trainee Program appointment.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
