    Summary

    This position is part of the DFAS Recent Graduates Program. The Recent Graduates Program is a developmental program that provides the opportunity to gain knowledge, skills and abilities needed to pursue a successful career and to explore possibilities for growth and learning.

    This announcement will be used to fill positions with an entry grade of GS-5 or GS-6 with a target grade of GS-7.

    Responsibilities

    • This position is part of the DFAS Recent Graduates Program providing entry level training and experience on a variety of assignments involving the practical application of financial principles, procedures, processes and regulations.
    • Prepares a wide variety of correspondence, reports, and other documents from electronic and handwritten drafts using office automation equipment, ensuring correct grammar, spelling, capitalization, punctuation, and format.
    • Reviews correspondence prepared by others for content, correct grammar, spelling, punctuation and format. Screens material prior to distribution for suspense dates, establishes controls and follows up on responses due.
    • Reads and processes incoming correspondence and material, identifying which items need to be brought to the attention of the supervisor, referred to appropriate staff, rerouted to other organizations, or handled personally.
    • Manages supervisor?s calendar and schedules appointments and meetings based on personal knowledge of workload and current issues without prior approval.
    • Receives visitors and phone calls, determines nature of inquiry/request, and refers only those contacts needing staff attention. Routes calls and visitors based upon knowledge of programs and operations.
    • Makes travel arrangements based on general intentions/preference of traveler in accordance with applicable regulation/policy; schedules transportation, lodging reservations, prepares travel orders.
    • Schedules local and distant conferences and meetings, attending to all administrative details (ensuring materials/services provided, preparation/distribution of agenda and conference notes/minutes, suspensing and following up on action items thereof.
    • Duties will be developmental in nature.

    Qualifications

    • Obtained a qualifying Associates, Bachelor’s Master’s, Professional, Doctorate, Vocational or Technical Degree or Certificate from a qualifying educational institution, within the previous 2 years, or
    • A veteran (as defined in 5 U.S.C. 2108) who completed the requirements for an Associates, Bachelor’s Master’s, Professional, Doctorate, Vocational or Technical Degree or Certificate after December 27, 2010 and due to military service obligation, was precluded from applying to a Recent Graduates Program during my 2 year eligibility period AND it is less than 6 years from the date on which I completed the academic requirements of my degree or certificate.

    Basic Requirement: Must be able to type 40 words per minute to qualify.

    In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service that demonstrates the ability to perform the duties of the position.

    For GS-05: Specialized Experience is defined as: performing clerical or office work such as duplicating documents, processing/delivering mail, basic record keeping, reporting and informational duties, including compiling, maintaining, updating data, lists and reports in support of an organization’s operation.

    For GS-06: Specialized Experience is defined as: providing administrative, technical and general office support duties to an organization; providing support and assistance on personnel, supply, and training processes; utilizing office automation to create, retrieve, update, manipulate and store electronic data; and preparing, editing and formatting documents and reports.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    GS-05 (1-grade interval) Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

    GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

    PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
    This is an Excepted Service appointment. Program participants MAY be converted, without a break in service, to a competitive service appointment upon completion of program requirements. Individuals converted may be subject to participation in an additional year of training as part of an agency formal development program. To be eligible for conversion, Recent Graduates must:

    • Complete one continuous year of work experience acquired through a Recent Graduate Program.
    • Complete 40 hours of formal interactive training.
    • Meet the qualification standards for the position to which the Recent Graduate will be converted.
    • Meet any agency-specific requirements specified in the Participant’s Agreement.
    • Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
